Who you would actually be contracting with
Part of Dubai Holding since March 2024, by an order of the Ruler of Dubai rather than a transaction — which is a strong fact, and a narrower one than it is usually made to sound.
The order incorporated this company and Meydan into Dubai Holding under Sheikh Ahmed bin Saeed Al Maktoum and dissolved the boards of both. It does not say that the company ceased to exist, and its own site still signs itself as a separate legal person, so we print the order and leave the conclusion alone. State-owned developer is not a phrase from any document we hold.
There is no counter to quote here. Where another developer publishes a running total of homes handed over, this one publishes single figures for single communities — most recently 892Nakheel homes at Jebel Ali Village from 17 August 2026, with the population put at about 5,500Nakheel.

What a master developer is
This one is the master developer of its islands
A master developer plans and services a whole district and then builds part of it; a plot developer builds inside somebody else's plan and inherits its promises.
On Palm Jebel Ali this company is the master developer, and the same is true of Palm Jumeirah, The World and Dubai Islands on its own catalogue. One company therefore answers for the fronds, the roads, the beaches and the schedule between them, which concentrates the risk rather than removing it.
That concentration is why the progress percentages it publishes for the island matter more than they would elsewhere, and why the regulator's inspection printed beside its own is worth reading before the renderings.
