What is approved, and how far built
A government plan with a measured percentage against it
The master plan was approved by the Ruler of Dubai on 31 May 2023, and the release that announced it carries the area, the shoreline, the capacity and the energy target — which is why the marks below say Media Office and not Nakheel.
Nakheel is the master developer, so one company answers for the fronds, the roads and the promises between them. The release calls this a new master plan, and that word is as much of the island's earlier history as we can source: the reclamation and the standstill are widely told and we found no dated first-hand document for either.
The developer then publishes something rare. Its own inspection of 10 March 2026 puts the island at 26.75%Nakheel complete, and it prints beside that the regulator's inspection of 27 January 2026, which returns a lower figure on every frond but one. That disagreement is the useful part, and it is the only honest answer to when will it be finished: a percentage, and the day somebody walked the site to measure it.
Behind the percentage are contracts rather than adjectives. In April 2026 the developer awarded over AED 3.5bnNakheel of building contracts covering 544Nakheel villas, and in June 2025 over AED 750MNakheel for infrastructure. A building contract is a commitment to build, not a specification of what is for sale, and the villa count inside one says nothing about how many the island will hold.

So the subject of a conversation here is a specific villa — a frond, a collection, a size — and what is actually asked for it today with the schedule attached. We send that with the date it was read, and we do not dress a missing price up as exclusivity.

Being built
Two collections and a centre
The developer names the Beach Collection and the Coral Collection, with bedroom counts and floor areas given as ranges that differ between two of its own releases, and Palm Central Private Residences at the middle of the island. Ten villa designs come from WATG, SAOTA, Whitespace Architects, NAGA Architects, LOCI and LW Design Group.
