A master developer plans and services the whole district — the roads, the shoreline, the utilities, the timing of each phase — and then builds on part of it. A plot developer builds one building inside somebody else's plan.

The difference shows up years later, in who is responsible when the promised promenade, school or marina arrives late. On Saadiyat that responsibility sits with one company, which is a risk concentrated rather than a risk removed.
